Puyallup PTA Council Standing Rules- 2018/19

Article 1 The name of this organization shall be: Puyallup PTA Council 5.7.
Article 2 Articles of Incorporation
This Council was recognized by the IRS as a tax-exempt organization July 2nd, 1980 under section 501(c) 3. The State of Washington incorporated this council as a nonprofit corporation on January 21st, 1980. It is the responsibility of the council to file an annual corporation report prior to March 1st. The Incorporation number is D296227. The council’s federal employer identification Number (EIN) is kept in the council legal document binder.
Article 3 Charitable Organization
This council was registered as a charitable organization by the State of Washington on November17th, 1988. It is the responsibility of this council to file this registration each year prior to November 15th. The registration number is PUC-088-322.
Article 4 Service Fees
Membership service fees of this council shall be: $1.50 per person.
Article 5 Executive Committee
(a) The executive committee of this organization shall consist of the following elected officers: president, vice president, secretary, treasurer, program and events chair, membership chair and legislative representative. All elected offices may be held jointly by two people. Each co-position holder shall be entitled to voice and vote at all board of director’s and membership meetings No person shall serve in the same office for more than two consecutive terms. An officer having served eight or more months shall be considered to have served a full term. (b) To be eligible for election, a person must be a member of a local PTA/PTSA of the
council and must have served on a local PTA’s board of directors for at least one term. (c) The election of officers shall take place at a membership meeting no later than June
30th for a term of one year. Officer’s duties are assumed by July 1st. In the event the president position is vacant or if the president is unable to fulfill their duties, the president position will be temporarily filled by the vice president.
Article 6 Executive Committee Duties
The duties of the executive committee shall be as stated in the WSPTA Uniform Bylaws, and as stated in the Puyallup PTA Council handbook. Each member of the executive committee shall keep records of their office and all recommendations pertaining to their office. Those records shall be turned over to the incoming president by July 1st.
(a) School District Liaison Two or more board members shall serve as the Puyallup School District liaisons appointed by the board of directors with one being appointed lead liaison. These individuals will meet regularly with the Puyallup School District Superintendent to discuss topics of interest from the members of Puyallup PTA Council or the board of directors and report back to the council members.
Article 7 Board of Directors
a) The board of directors shall consist of the executive committee and the standing committee chairpersons. The standing committee’s chairs shall be appointed by the president with the approval of the executive committee, for a term of one year. No person shall serve in the same position for more than two consecutive terms. b) Students under the age of 18 may be appointed by the president with the approval of the
executive committee as standing committee chairs to the council board of directors. c) Each committee chair is responsible for keeping a procedure notebook for referral to his/her
successor. These records shall be turned over to the incoming president by July 1st. d) Committee chairs must be a member of a Local PTA within the Council.
Article 8 Committees
The Standing Committees Chair Positions:
• Communication chair
• Family and Community Engagement chair
• Member at large
• Special services chair
• Training and local PTA support chair
The vice president of events & programs shall appoint ad-hoc committee chairs with the approval of the board of directors, for a term of one year. Each ad-hoc committee chair is responsible for keeping a procedure notebook for referral to his/her successor. These records must be turned over to the incoming president by July 1st.
Article 9 Legal Documents Copies of the legal documents notebook will be kept by the treasurer, secretary and president.
